An E-Factor of 6+ is representative of how many printers reproduce color throughout the world today. For the most part, these print organizations have not internalized the G7 or ISO process to control their devices and have not implemented complete color control to all their printing devices. This level of work is commodity-based and typically inconsistent based on the operators that are overseeing the production equipment when your job is run. Jobs might run to an E-Factor of 6, but they could easily run at an E-Factor much higher since so much of the result is based on human perception and the inconsistently therein. If you are serious about getting an E-Factor result of less than 6, make sure to communicate your expectations to the print service organization and make it part of the contract that your job will assess to an E-Factor of 6. The chances are that most printers in this range will not know what E-Factor is and probably will not be willing to guarantee an E-Factor of 6, which means you may need to find a Printer with an E-Factor of 5 or less to run your work.
